This is the accurate route. Your fragrance house or oil supplier issues an allergen declaration giving each allergen as a percentage of the fragrance compound. Multiply that by the dose of fragrance in your finished product and you have the real figure — the one your Safety Assessor and a market surveillance authority will both work from. Mode 1 only estimates.

Indicative only. Each oil is costed against typical published compositions. Real oils swing hard with chemotype, harvest, origin, distillation and age — linalool in one lavender can be half what it is in another, and oxidation raises some allergens over shelf life. Use this to see what is likely to need declaring, then confirm with a supplier declaration or GC-MS before the label goes to print.

Oils that are themselves declarable entries

Check the corrigendum before you print. A corrigendum to Regulation (EU) 2023/1545 was published in the Official Journal in November 2025 (OJ L, 2025/90876) and it changed three Annex III entries: the rose ketone entry was corrected to Rose ketone 4 (Damascenone); the Pelargonium graveolens entry was widened to cover the oil, flower oil and leaf oil; and Pogostemon cablin leaf oil was added alongside the oil. Deadlines did not move. Artwork signed off against the 2023 text may now be wrong. Always verify the final wording against the consolidated version of Annex III on EUR-Lex, not against a summary — including this one.
